The page also lists assumed-name, concealed pistol license, and notary application services managed by the Vital Records Division.

Vital Records Division

Vital Records manages, stores, retrieves, and preserves birth, death, and marriage records that occurred in Genesee County. The division processes marriage license applications, assumed name and DBA filings, concealed pistol licenses, and notary applications. Birth records are restricted to eligible requesters under Michigan vital records law; marriage records are generally less restricted. Death records are available with eligibility-based restrictions for confidential cause-of-death detail.

Vital Records uses a paper request form that covers birth, death, and marriage certified copies. The form requires applicant identification, mailing address, contact info, the record type, the number of copies, the person named on the record, the date of event, the place of event, the requester's eligibility, and a signature. The form's penalties notice covers unlawful retrieval of a vital record.

Elections Division

The Elections Division administers federal, state, and local elections within Genesee County. Functions include nominating petition review, campaign finance filings, ballot production, vote accumulation, and election worker training. For Genesee County voters, the Elections Division is the right office for petition signing periods, candidate filings, and voter records that fall under the County Clerk's authority. Local clerks at the township and city level handle voter registration and absentee ballot delivery within their jurisdictions.

Register of Deeds

The Register of Deeds records and indexes deeds, mortgages, liens, and other documents affecting real estate in Genesee County. The Clerk/Register page stresses that recording a document does not make it legal; it makes it public. The Register of Deeds phone is 810-257-3060. Property record searches, including warranty deeds, quit claim deeds, mortgages, satisfactions of mortgage, easements, restrictive covenants, mechanic's liens, and tax liens, run through the Register of Deeds office and any associated online search tool the office offers.

Document indexing organizes filings by grantor, grantee, parcel, and recording date. A title search on Genesee County property generally pulls all of the recorded documents affecting a parcel from the chain of title, plus any tax or judgment liens that show up in the index. Title companies and real-estate attorneys use the Register of Deeds index as the authoritative source for recorded encumbrances.

How to Request a Certified Copy

Certified copies of Genesee County records follow a similar request flow across divisions: identify the record, fill out the right request form, submit identification and eligibility documentation where required, pay the fee, and receive the certified copy by counter pick-up or mail.

  1. Identify the office holding the record (Vital Records, Register of Deeds, Legal Records, Probate Records).
  2. Complete the office-specific request form. The Vital Records form covers birth, death, and marriage records.
  3. Bring or attach government-issued identification.
  4. Document eligibility where required (e.g., for restricted birth records under Michigan law).
  5. Pay the certified copy fee at the counter or include payment with a mail request.
  6. Receive the certified copy in person, by mail, or by the office's electronic delivery if offered.

Note: A certified copy is the version Michigan courts and most government agencies require; a plain copy is generally not accepted for legal filings or licensing.

Concealed Pistol Licenses and Notary Filings

The Vital Records Division handles Genesee County concealed pistol license applications and notary commissions in addition to birth, death, and marriage records. CPL applicants in Genesee County file at the Clerk's office with the required identification, fingerprints, and training certificate from a Michigan-approved instructor. Notary applications also go through the Clerk's office and are signed under penalty of perjury. The Clerk records the notary commission and issues the official record for state filing.

Assumed name and DBA filings round out the Clerk's non-vital, non-property functions. A Genesee County resident or business doing business under a name other than the owner's legal name files an assumed name with the Clerk to make the connection between the operating name and the underlying person or entity public. The filing carries a renewable term under Michigan law.
